The Fourth Plenary Session of the 19th CPC Central Committee made comprehensive arrangements for upholding and improving the Socialism with Chinese characteristics system and promoting the modernization of the national governance system and governance capacity. I have said many times that adhering to the rule of law in an all-round way is a remarkable advantage of Socialism with Chinese characteristics’s national system and national governance system. As the practice in Socialism with Chinese characteristics advances further, the construction of the rule of law will follow. Practice has proved that the system of national governance is systematic, normative, coordinated and stable by confirming and consolidating the fundamental system, basic system and important system of the country through constitutional laws and ensuring their implementation by using national coercive force.
The socialist rule of law in China embodies the theoretical achievements and practical experience of our party in governing the country and is the most basic, stable and reliable guarantee for the rule of the system. To promote the overall rule of law and give full play to the positive role of the rule of law in the modernization of the national governance system and governance capacity, we should focus on the following aspects.
First, improve the party’s ability to govern the country according to law.The constitution stipulates that the party has the overall situation and the leading position of coordinating all parties. It is necessary to further promote the party’s leadership into laws and regulations, be good at making the party’s ideas become the will of the state through legal procedures, translate them into laws and regulations, and promote the institutionalization, rule of law and standardization of the party’s leadership. Party organizations at all levels, party member and cadres should strengthen the concept of governing the country according to law and improve their ability to deepen reform, promote development, resolve contradictions, maintain stability and cope with risks by using the rule of law thinking and the rule of law.

We should constantly improve the top-level design and innovate and deepen the practice of governing the country according to law.
With the development of the times and the advancement of reform, the modernization of state governance requires a scientific and complete legal norm system more and more urgently. On the premise of adhering to and improving the established fundamental systems, basic systems and important systems that have been proved effective by practice, we should focus on the gaps and conflicts of the legal system, make overall plans and promote the work of reforming and abolishing the release, and accelerate the establishment and improvement of the necessary legal system that is urgently needed for national governance and meets the growing needs of the people for a better life.
Only by enforcing justice, being fair, efficient and authoritative can the effectiveness of the rule of law in state governance be truly brought into play. It is necessary to strengthen supervision over the implementation of the law, deepen the comprehensive reform of the judicial system, promote strict and standardized fair and civilized law enforcement, strive to improve the quality, efficiency and credibility of law enforcement and justice, and better transform the advantages of socialist rule of law into the effectiveness of state governance.
The construction of the rule of law requires the participation of the whole society. Only when all the people believe in and enforce the rule of law can the country and social life truly run on the track of the rule of law. At present, some leading cadres are not good at using the rule of law thinking and methods to promote their work. The inability of leading cadres to replace the law with words and suppress the law with power is the enemy of the rule of law construction. Leading cadres at all levels must strengthen their awareness of the rule of law, take the lead in respecting the law and law-abiding usage, and set an example for system implementation. The foundation of the rule of law lies in the people. It is necessary to intensify the work of popularizing law among the whole people, carry forward the socialist spirit of rule of law, enhance the concept of rule of law among the whole people, improve the public legal service system, and consolidate the social foundation of governing the country according to law.
